Apply for a premises licence to sell alcohol
A premises licence allows the holder to sell alcohol from the premises. It's a criminal offence to sell alcohol without the relevant licence. Applicants must be 18 or older.
A licensed premises must have a designated premises manager, who must have a personal licence to sell alcohol.
How to apply
You'll need to send the following forms and other documents to complete your application.
Premises licence application form
You'll need to send us a completed premises application form.
Layout plan
You'll need to send us a copy of a layout plan of the premises. This must comply with the Premises Licence (Scotland) Regulations 2007.
Section 50 of the Licensing (Scotland) Act 2005 documents
You'll need to send us the following certificates:
- building standards certificate
- planning certificate
- food hygiene certificate
If you do not have these yet, you'll have to apply for them before you apply for a premisese licence.
Fees
You'll have to pay an application fee, then an annual fee after your licence has been granted. The fees are based on the rateable value of the premises.

After you apply
We consider all applications in line with the Licensing (Scotland) Act 2005. We also consult with Police Scotland, Licensing Standards Officers, NHS and other statutory agencies and publish licensing notices so interested parties can submit objections or representations.
We'll send you a notice which must be displayed at your premises. It advises members of the public of your application and how and when objections or representations must be lodged.
All applications for new premises licences are considered by Dumfries and Galloway Licensing Board.
If an application is granted we'll send the licence shortly after.
If you no longer require your premises licence
If you no longer require your premises licence, you can surrender it by sending us a completed application form.
